Well there is more.
The peak figure reported by the WTS is not the peak month of reporting but rather the total of peak reports of any given month coming from any given branch.
For example, during the recent genocidal times in Rwanda when WTS publishers were migrating from the territory of one branch to the territory of another branch the peak reporting months varied between the various branches.
To illustrate:
If Rwanda had 10,000 individual publishers reporting during the month of January and that happened to be the highest month of reported publishers then the figure of 10,000 would stand as that branch's peak report. Then, during the month of February had 5,000 of these WTS publishers fled to County X and reported as publishers then the Branch in County X would have an increase of 5,000 publishers for that month. Lets say County X ordinarily had 10,000 publishers, but for this one month it reported 15,000 publishers and that month was its peak for the year. At the end of the year the two Branches would report a combined peak publishers of 25,000 publishers when in fact there were only 20,000 individual publishers.
